Who wrote the Lectitio Divinitatus, the book that preached the Emperor's divinity?

Answer: Lorgar, primarch of the Word Bearers

Lorgar wrote the Lectitio Divinitatus, which preached that the Emperor was a god. The Emperor rebuked that worship, and Lorgar later turned traitor, yet one Imperial account traces the faith that followed back to his text.

The twist: the book of the Emperor's worship was written by one of his traitor sons. The idea itself was older still. Some of the Emperor's conquered foes called him divine long before.
